Judge Michael Kirby, the AD HOC Judge appointed to hear St. James Parish President Timmy Roussel’s motion to recuse all the Judges of the 23rd Judicial District from presiding over his upcoming Malfeasance in Office trial, ruled in the State’s favor and dismissed the motion to recuse.

On September 28, 2016, Roussel was indicted on six counts of Malfeasance in Office following a joint investigation conducted by 23rd Judicial District Attorney Ricky Babin’s office and Louisiana Attorney General Jeff Landry’s office.

The indictments alleged Roussel directed/authorized parish employees, equipment, materials and funds to benefit private companies and private landowners by, among other things, allegedly tearing down a private shed, a private playhouse, a mobile home, and installing a gas line for Millennium Galvanizing free of charge.
