Twenty-third Judicial District Judge John Smith has ruled that St. James Parish, the Parish Council, and the St. James Planning Commission violated the State’s Open Meeting law in May of 2019 when they met in secret, with officials of Wanhua, to discuss Wanhua’s land use application to build a chemical plant in District 4.
